GovLaws now supports MPP for pay-per-request legal data

Agents can now call GovLaws over MPP, pay in-band with Tempo, and get current CFR text, search results, and change feeds without API-key setup.

>Agents can pay in-band over MPP with no browser checkout.
>GovLaws now exposes resolve, search, and changes over `/api/mpp/*`.
>Responses still include provenance, freshness, and source metadata.
